Dipl.-Ing., MBA Werner Rapp, born in 1954, studied communication engineering and business management (MBA), after having completed his training as a telecommunications tradesman at the Federal Post Office in Stuttgart. In the 80s, he gained international experience as a consultant and sales manager in the capital goods sector of telecommunications, for customers in the public service sector in Europe, Far East Asia and Africa. He has extensive and broad practical experience in the handling and marketing of products and solutions in the telecommunications sector, both in mobile and fixed networks.
Between 1992 and 1998 he was the founding CEO of Tecnomen GmbH, Dreieich, subsidiary of a Finnish system manufacturer in the mobile sector. In 1998, Mr. Rapp took over the management of TelSA GmbH in Halle/Saale (now called Envia/M). In 2000 he moved to HL komm GmbH, Leipzig, a holding company for telecommunications services of Stadtwerke Leipzig (Public Utilities Company Leipzig, called Pepcom, Munich since 2012) and remained there as Managing Director until 2015. Having gained long-term experience with multiple business structures, municipal enterprises, telecom operators and international venture capitalists, Werner Rapp started as a freelance consultant in telecommunications on July 1, 2015. As a founding member and board member of BUGLAS, Bundesverband e.V. Köln (Federal Association Fiber Connection e.V. Cologne), as well as a member of the Working Group Broadband in VKU, Association of Municipal Companies e.V. Berlin, he maintains an extensive network in the telecommunications industry and in the municipal sector in Germany.
Since January 15, 2016 he has been responsible for the development of broadband networks as an associate partner at DSC Consulting, among other duties.
